Meridian FM, Fulltime Application

In early November 2008, the postman delivered a 140 page document to Ofcom in London.

The document was the formal application from Meridian FM to run as a community radio station on a fulltime basis. Ofcom, the radio regulator, will now consider our application, along with many others covering the east and south-east of England.

Ofcom opened applications for the region, which stretches from Norfolk, round the coast to Kent, Sussex, Hampshire and back around London. Dozens of community radio groups like Meridian FM were expected to apply for a licence in their area.

Although we don't know how long it will take Ofcom to decide the outcome of our application, we do know that it hinges to a large part on whether an FM frequency can be found for East Grinstead. Although we expect to only broadcast for about five miles, the frequency bands are shared with BBC, commercial and community radio services. There are community radio application from Uckfield, Redhill, Lewes and we believe, Haywards Heath. Ofcom want to licence as many community stations as possible, so have a major job ahead to see how many frequencies they can find.

The application contains answers to the questions posed by Ofcom, many of which require significant detail. For instance, in addition to wanting details about programmes and the people involved, Ofcom require a financial business plan.

During the period the application was in process, the financial climate of the UK and indeed the rest of the world, has gone though significant turmoil. Meridian FM have modified the financial plans to take account of these changes.

Meridian FM is a volunteer community radio station, with over 40 unpaid volunteers, all of whom are looking forward to being a part of this exciting project. When the station is full time, a paid station manager and part time sales person will be employed.

Ofcom rules state that a maximum of 50% of the station's income can come from on-air advertising. The rest had to come from other sources, such as donations, grants and fund-raising events. Meridian FM is a not for profit limited by guarantee company, with ay proceeds used to further the work of the service.
